Newspaper Index David Pool Index David Pool - Article - 18th October 1899 The Steam Packet Inn - A Unanimous Refusal. The first case to be disposed of was the application of John James Johnstone (who for seven years held a license for the Globe Hotel, Annan) for a certificate for the Steam Packet Inn. The proprietor is Mr. George Lindsay, flesher, and the rental was stated at £25 per annum. Mr. Charles Watson, solicitor, supported the application, and emphasised the fact that within the last few years Annan had increased to a great extent in size, population, valuation, and popularity. There had been a great increase in the number of shops of all kinds, and the only business where there had been no increase was the licensing trade. Explaining how Mr. Johnstone was again returning to "the trade" in Annan, Mr. Watson said his client had invested a large amount of money in a firm which had met with a serious crash, with the result that it was necessary for Mr. Johnstone again to enter the hotel business. Superintendent Pool, Dumfries, pointed out that the town of Annan was already over licensed, and this was not a suitable place for a license. The population of Annan this year was 3887, an increase of 84. Mr Watson said he wished to put one question to Superintendent Pool. Was it not the experience that the present licensed houses in Annan were overcrowded?. Superintendent Pool: That is not the experience, except perhaps between nine and ten o'clock on Saturday night. Provost Muir: We are unanimously of opinion, in the present circumstances of the town, that we would not be justified in granting another such license to premises situated as these are in Port Street. The application was unanimously refused.
